In an agreement between the Vice Presidency of Science and the Central Bank

Facilitating the entry of advanced technologies such as artificial intelligence into the country's financial and banking system

By signing a cooperation agreement to create and develop an innovation ecosystem in the field of monetary services and the banking industry, the path will be paved to meet the financial and banking needs of knowledge-based companies active in this field and helping to meet the technological needs of the country's banking system.

According to the Communication and Information Center in the Vice Presidency of Science, Technology and Knowledge-Based Economy, a cooperation agreement on the creation and development of an innovation ecosystem in the field of monetary services and the banking industry was signed by Hossein Afshin, Vice President of Science, and Mohammad Reza Farzin, Chairman of the Central Bank. Based on this cooperation agreement, the development of transformative strategic technologies and the promotion of new monetary and banking products and services, including knowledge-based neobanks, have become the focus of cooperation between the Vice Presidency of Science and Technology and the Central Bank.

 

Vice Presidency of Science's Support for the Development of Innovative Financial and Banking Solutions

 

The Vice President of Science, Technology and Knowledge-Based Economy, referring to the support for digital transformation in the monetary and banking fields with the help of emerging technologies, stated at this ceremony: The Vice Presidency of Science, as the custodian of supporting the commercialization, market development and development of technologies and innovations, supports the application of governance areas to use innovations and emerging technologies, products and services of knowledge-based and technological companies in various areas of governance. Given that a major part of the innovative and technological developments we are witnessing today are taking place in the monetary and banking fields, this Vice-President has put special cooperation on the agenda with the Central Bank and other elements of the country's economic and banking system.

Afshin, referring to the alignment of the Vice Presidency of Science and the Central Bank for the technological growth and development of the country's monetary and banking system, said: "In this regard, the agreement between the Vice Presidency of Science and the Central Bank, focusing on the use of legal capacities, especially the Knowledge-Based Production Leap Law, to facilitate investment in technological development and the penetration of innovations into the monetary and banking arena, will be a step in the innovative transformation of this field. Articles 11 and 13 of the Knowledge-Based Production Leap Law allow large companies to use the taxes they must pay for research and development."

At this ceremony, Dr. Afshin announced the launch and commencement of the activity of the artificial intelligence-based neobank, coinciding with Entrepreneur's Day on August 26, 2024, and said: "Within the framework of this cooperation agreement, the smart neobank will be supported with the aim of providing innovative and technological financial services to the general public and activists in the technology and innovation ecosystem."

Stating that the creation and launch of this modern ecosystem will use artificial intelligence technology with the help of knowledge-based companies, he said: "With the support and cooperation of the Vice Presidency of Science and the Central Bank under this cooperation agreement, the smart neobank based on artificial intelligence technology will be able to bring about a new revolution in providing monetary and banking services to innovative and knowledge-based groups."

 

Using AI-based tools for knowledge-based businesses in the Central Bank’s security and supervisory processes

Mohammad Reza Farzin, Governor of the Central Bank, referred to the cooperation with the Vice Presidency of Science and the Central Bank’s approach to developing knowledge-based businesses in the financial sector in this meeting and said: “One of the main priorities of the Central Bank is to support the launch and prosperity of a successful financial business, which of course has its own requirements and conditions. One of the main prerequisites for this work is to pay attention and focus on the development of modern financial knowledge, which has been well addressed in this agreement. In this joint agreement, two basic axes, including facilitating and supporting commercialization, which are two essential pillars have been considered for the development of knowledge-based businesses in finance and banking.
